Primary Purpose:
Provide onsite support for the procurement related duties. Provides subject matter expertise regarding the overall project process management and claims process ensuring risk mitigation.

Principal Duties and Responsibilities:
Assignments will begin with complex services and construction contracts. Duties will include major complex material procurements and may grow to include lead responsibilities or the management of accounts. Train others concerning the procurement processes of subcontract development with some direction from supervisor; lead and manage the preparation of contract documents for bidding, the evaluation process, and the negotiation process; and award contracts while in-house. Onsite Duties & Accountabilities: Acts as liaison between the onsite Procurement team and the in-house Procurement team. Follows onsite procurement procedures. Creates, administers and is involved with negotiations of Request For Modification Proposals and Work Authorizations. Coordinates the creation of Contract Revisions. Purchases site required services, material, or subcontracts. Evaluates vendor’s performance. Tracks Technical Advisor and Training time. Oversees all site procurement activities for a major project. Assists in the determination of milestone completion for each subcontractor’s status. Tracks / identifies potential claims and leads with claims avoidance / mitigation by providing early review of vendor agreements; proactive management of contract claims and risk issues related to vendor agreements. Reviews vendor invoices for payment and forecasting of accruals with Project Controls. Tracks and reports backcharges and liquidated damages Directs assigned site procurement staff including coaches and mentors site professionals in procurement processes, tools, commercial terms and conditions and project execution. Resolves complex procurement related issues without assistance. Requires minimal supervision to achieve complex project goals. Monitors project procurement activities and reports status, as required. Leads meetings on area of responsibility for the project and client, as needed. Resolves problems and issues to maintain schedule and mitigate risk for the project. Identifies and assesses improvement opportunities which will add value. Champions continuous improvement efforts. Assesses and supports the change management effects associated with the implementation of improvements. Proactively supports, encourages and facilitates staff to engage in continuous improvement activities. ; Acts in capacity of a “lead person” while at a jobsite. Does not have management responsibility for the people to whom they provide work direction. Minimum Qualifications:
Minimum of 15 years of relevant experience in Procurement without a degree.; Requires a BA or BS degree in Purchasing, Business, Construction Management, Technical or related field. Relevant experience may be substituted for a degree.

Preferred Job Qualifications:
General Computer Skills Microsoft Suite Attention to detail Ability to resolve complex problems in a timely manner and with little to no guidance from Supervisor. Advanced project process management experience Understanding of and appropriate interface with the other operations within the Procurement Department. Ability to cross-train, if requested. Proficient in the overall functions of the Global Supplier Database and understanding of prequalification and sourcing requirements. Advanced understanding and capacity to self-execute the procurement transaction Adept at resolving complex commercial terms and conditions exceptions Expert knowledge of Company’s processes relevant to this position. Excellent oral and written communication skills Excellent knowledge of commercial terms and conditions Appropriately prioritizes workflow and makes adjustments as necessary. Advanced organizational skills
