Primary Purpose:
Responsible for writing, developing and producing high-quality engineering proposals that are fully responsive to client and RFP requirements and internal objectives. Manages/coordinates technical and non-technical content and quality of the proposals. Shall be involved in developing a proposal strategy along with the Proposal Manager/Proposal team and in conjunction with business development team and business line managers. The Proposal Engineer will be involved in preparing proposals covering a diverse array of consulting and engineering services such as power plant feasibility studies, plant improvement engineering, independent engineering, owner’s engineering, conceptual design, detailed design, procurement services, plant permitting and licensing, asset management, air quality control services, etc covering different power generation technologies The professional will work closely with the Proposal Manager under his supervision.

Principal Duties and Responsibilities:

Manages/coordinates technical and non-technical content and quality of the proposals. Shall be involved in developing a proposal strategy along with the Proposal Manager/Proposal team and in conjunction with business development team and business line managers. The Proposal Engineer will be involved in preparing proposals covering a diverse array of consulting and engineering services such as power plant feasibility studies, plant improvement engineering, independent engineering, owner’s engineering, conceptual design, detailed design, procurement services, plant permitting and licensing, asset management, air quality control services, etc covering different power generation technologies The professional will work closely with the Proposal Manager under his supervision. SPECIFIC RESPONSIBILITIES: 1. Evaluate RFPs for compliance and development requirements. 2. Participate in bid/no-bid meetings providing RFP details as needed. 3. Lead technical (execution plans, project teams etc) and non-technical activities (coordinating with tax, legal, treasury and security) for engineering proposals. 4. Take a lead role in assimilating initial proposal content from proposal databases to develop initial drafts. 5. Work with Project Managers and other key people identified to be part of the proposal team 6. The professional shall also proof read and edit drafts of documents created by others for clarity of communication, and consistency in messaging and formatting. Assume role as technical writer as needed. 7. Integrate inputs from diverse sources 8. Prepare proposal summaries and be able to present if required on telephonic calls with proposal review boards. 9. Consult with specialists across the organization in providing pertinent answers to client questions and enhancing proposal information 10. Manage other staff working on the proposal such as proposal coordinators, graphic specialists and technical specialists 11. Coordinate various administrative tasks related to compiling, organizing, and producing materials to be included in such as qualifications packages etc. 12. Schedules the reproduction of proposal deliverables with the appropriate support groups, communicating deadlines and confirming the requirements are completely understood

Minimum Qualifications:
• 8-10 years of engineering experience desirable. • BS in Engineering discipline with good knowledge of Power plant design • Exposure to different types of engineering and consulting services in energy & power sectors. • Exposure to commercial terms and conditions SKILLS/COMPETENCIES: • Good coordination skills • Self starter • Excellent written and verbal communication skills is very important and a must. • Ability to multi task • Flexible • Ability to work under pressure and put in work long hours to meet tight schedules.

Preferred Job Qualifications:
Learning on the Fly, Problem Solving, Intellectual Horsepower, Written Communications, Drive For Results, Decision Quality, Informing, Listening, and Dealing with Ambiguity. Intermediate knowledge of engineering design principles and applicable design guides and standards related to assigned engineering discipline Basic knowledge of other disciplines. Intermediate ability to interpret engineering deliverable content as assigned. Basic industry knowledge and technology trends Basic knowledge of company quality program Basic knowledge of construction & constructability practices & principles Basic knowledge of procurement & contract administration. Basic knowledge of process, procedures for project controls and estimating Basic knowledge of technical aspects of the proposal process.
