Primary Purpose:
Oversees all procurement activities for a large construction project(s) in various locations. Leads project for procurement execution, including but not limited to non-typical international work.

Principal Duties and Responsibilities:
• Responsible for KC PPMs:
Interaction and project support.
Blueprint / goals / mid-year and EOY discussions.
Staffing placement and needs.
Mentor and training.
•Collaboration with PR Supervisor, PA Supervisor, Expediting Supervisor and Regional Offices (as directed)
•Support project setup and execution
•Address execution issues with feedback to Department Head
•Support Lessons Learned capture
•Support applicable project reviews with Department Head
•Sourcing issues (ensuring feedback to Sourcing) and new supply chain pursuit
•Identify areas of improvement and support procedure updates, as required
•Travel to coordinate with regional offices or attend conferences, as required
•Will generally support required duties within the Procurement Department

Purchases equipment, construction, and service contracts for major projects following established policies and procedures. Provides project setup of all procurement related activities. Executes and manages the procurement process on contracts including bid list preparation, solicitation of quotes, and evaluating, negotiating and awarding of contracts. Leads negotiations for major material procurements and construction contracts. Collaborates as needed to resolve major complex issues. Ensures all contract documents are issued correctly and on schedule. Develops and monitors project budgets and schedules (i.e., man-hours, cost, procurement milestone durations, etc.) and aligns to procurement goals. Establishes project procurement goals. Monitors project procurement activities and reports status. Leads meetings for the project and the procurement department. Resolves problems and issues to maintain schedule and mitigate risk for the project. Assists with the resolution of claims. Develops, creates, and leads presentations on internal and external client and joint venture partners. Develops and conducts training programs; ;coaches and mentors professionals in procurement processes, tools, commercial terms and conditions and project execution. May lead proposal / estimating efforts for a major project(s) and become involved in early negotiations with long lead equipment vendors and subcontractors, prior to project release. ; Acts in capacity of a “lead person”. Does not have management responsibility for the people to whom they provide work direction. Minimum Qualifications:
15 years of relevant experience in Procurement or proven ability to perform at the capacity identified herein.; Requires a BA or BS degree in Purchasing, Business, Technical or related field. Years of relevant experience can substitute for a degree.

Preferred Job Qualifications:
Exhibits expert knowledge of all procurement processes and exhibits the capacity to effectively self-execute the transactional procurement process in accordance with established Company policies, procedures, standards and guidelines. Exhibit appropriate skills at resolving complex commercial terms and conditions issues and other commercial issues through collaboration. Possesses an expert knowledge and understanding of commercial terms and conditions and how vendor negotiation results can impact risk structure and possible future claims. Expert understanding of project process management. General Computer Skills Microsoft Suite Attention to detail Ability to resolve complex problems in a timely manner. Excellent verbal and written communication skills Prioritizes workflow. Advanced organizational skills
