Primary Purpose:
Learning and development professional who provides learning and development support for B&V’s Special Projects and Management Consulting Business Teams. Operates as a performance consultant who analyzes organizational, group and individual performance needs, then develops and delivers solutions to close the gaps. Directly reports and works as part of a global learning and development team.

Principal Duties and Responsibilities:
* Provides program management of learning related initiatives such as career development, mentoring, graduate programs, and creates detailed project plans for each program.

* Assesses learning and performance needs of Special Projects and Management Consulting professionals across the world. Creates custom learning plans in support of the team’s learning needs and strategic plans, in accordance to government specific requirements (by country).

* Partners with Business and Regional HR staff, Learning and Organization Development staff, and division Operations leadership to assist in assessing and building learning solutions.

* Develops and delivers learning content for Special Projects and Management Consulting work applications including technical, professional and management skills. Works with subject matter experts (SMEs) to develop and deliver learning sessions using adult learning principles to enhance the learning experience.

* Utilizes multiple learning methods and technologies to deliver learning sessions, including in person classroom, virtual classroom, self-study, phone/conference, video sessions, CoPs, blogs, blended learning, OJT, Electronic Performance Support, etc.

* Evaluates the effectiveness of learning solutions and provides metrics summarizing accomplishments and effectiveness to key stakeholders.

* Creates and implements business-specific knowledge management/capture procedures.

* Creates and manages new professional onboarding and development programs.

* Creates performance support activities, tools and resources to reinforce and sustain learning events.

* Creates and manages communications and intranet postings.

* Supports continuous improvement efforts and the change management effects associated with the implementation and acceptance of learning solutions.

* Typically responsible for learning needs for multiple businesses and an enterprise wide function (e.g. project management, performance management, sales, engineering)

Management Responsibility:
* Individual contributor with no subordinates.

* Acts in capacity of a “lead person”. Does not have management responsibility for the people to whom they provide work direction.

* Acts as a project manager. Among responsibilities is management of a project team. The individuals comprising this team may vary by project.

Minimum Qualifications:
* Education: Bachelor’s degree in education, instructional design, business, communications. Master’s degree preferred.
* Experience: 5-7 years experience in training and development, facilitation in matrix and project focused organizations. .
* Industry experience with government agencies, understanding of overall EPC (Engineering, Procurement, Construction) process; global experience preferred but not required.

* Basic knowledge of utility or engineering industry
* Basic knowledge of department budgeting process
* Advanced project management skills
* Excellent verbal and written communication skills, including listening.
* Conflict management and facilitation skills
* Problem identification skills
* Ability to develop and deliver learning to a wide range of audiences and cultures.
* Ability to independently develop complex L&D interventions and training solutions
* Ability to provide instructional design expertise to technical experts in the development of technical training programs
* Knowledge of training methodologies, adult learning requirements, needs assessment and measurement.
* Attention to detail while multi-tasking several complex deliverables across multiple client groups, cultures and time zones.
* Intermediate Microsoft Word, PowerPoint, Excel

Preferred Job Qualifications:
* Ability to focus on client needs in a consultative context with prompting questions that facilitate the client’s understanding of desired performance resulting from learning and development solutions.
* Attention to detail while multi-tasking several complex deliverables across multiple client groups, cultures and time * Knowledge of training methodologies, adult learning requirements, needs assessment and measurement.
* Ability to independently develop complex L&D interventions and training solutions
* Ability to develop and deliver learning to a wide range of audiences and cultures.
