Functions as a technical specialist or in a lead role. Under general direction, develops and applies advanced engineering techniques, concepts and approaches to complex engineering problems. May provide technical guidance over a group or supervise engineering staff on projects of low to medium complexity. May be responsible for developing, validating, and presenting specialist/technical output.
Principal Duties and Responsibilities:
Planning Project Execution. Manages execution of planning projects found in the following areas: ○ Consent decrees ○ Collection Systems ○ CMOM ○ Asset Management ○ Condition Assessment ○ Operation of Conveyance Systems ○ CMMS, wastewater operations. Leads or supports master planning, condition assessment, asset management, hydraulic modeling, optimization analyses, flow analysis, inflow and infiltration analysis, , water quality, and financial evaluations. Develops technical reports to address client needs. Compares alternatives and assesses cost and benefits. Develops familiarity with departmental standards, applicable engineering codes and B&V policies. Maintains engineering records and lists as required. Prepares studies, technical memorandum and reports. Presents the findings of technical analyses. Business Development Support. Leads or supports marketing and business development related to water, wastewater and reuse system planning and asset management. Prepares statements of qualifications and project proposals. Prepares and participates in proposal interviews. Communications. Trains and mentors junior and mid-level engineers in modeling and planning skills, project management and execution, and other job functions. Facilitates internal communication and team-building. Minimum Qualifications:
Requires a bachelor's degree in engineering from either a recognized accredited program in their home country or the country in which the professional is practicing. Minimum of 8 years related work experience. Strong communication, writing, and presentation skills. Familiarity with hydraulic model software (e.g. InfoWorks CS, SWMM, Mouse Optional or Mike Urban, and/or Sewer). Familiarity with computer maintenance management (CMMS) software. Familiarity with CCTV inspections, condition assessment, and other operational activities focused in the wastewater field. Familiarity with Geographic Information System (GIS) software (i.e. ArcGIS). Proficiency with Microsoft programs including Word, Excel, and PowerPoint.
Preferred Job Qualifications:
Written Communications, Drive For Results, Decision Quality, Priority Setting, Planning, Delegation, Directing Others, Experience managing water and/or wastewater system planning projects of substantial scope ($500K or more). Public agency experience with ability to to make successful transition from public sector to consulting. Comfortable and skilled at presenting – conferences and interviews. Design experience. Established professional and client network. Expertise in dynamic hydraulic modeling with InfoWorks CS, SWMM, or SewerGEMS. Expertise with Microsoft Excel or Access (e.g. VBA applications, development of user interfaces). Proficient statistical experience with application in hydrology, pipe deterioration modeling, or related area. M.S. Degree from an ABET accredited university specializing in modeling, planning, water resources, asset management, or related area.
