Primary Purpose:
Functions as technical specialist, or has management and/or administrative responsibilities for a group. May supervise multi-discipline engineeering staff on projects of high complexity, and/or is recognized as a key internal reference point for technical guidance through depth and breadth of knowledge. Responsible for execution of assigned projects. Has some influence for scope of responsibilities within division.

Principal Duties and Responsibilities:
Serves as a senior, client facing leader in B&V’s Asset Management team. Helps identify and develop asset management projects and programs directly with clients and through B&V’s extensive office network. Meets with clients and conducts client workshops to identify prospects and develop relationships. Supports business development and pursuit activities including preparation of competitive proposals.
Supports project execution on a variety of asset related activities ranging from asset management programs, condition assessment, capital prioritization, operational optimization, information management, and other related activities. Support may include management of and oversight of technical work, performance of technical work in specific areas of expertise, and client communication and coordination.
Technical Leadership. Serves as a technical leader in one or more areas related to asset management and related to water, wastewater, and/or stormwater systems. Communicates a broad understanding of technical issues associated with asset management to clients, and is able to articulate solutions and benefits.
Lead group/team building activities. Be an instrumental leader in building an asset management team. Provide mentoring to staff. Identify and recruit talent

Minimum Qualifications:
Requires a bachelor's degree in engineering from either a recognized accredited program in their home country or the country in which the professional is practicing. Minimum of 15 years related work experience

Preferred Job Qualifications:
Strong desire to implement information systems and technology solutions to optimize utility operations.
Minimum of 15 years’ experience in water and/or wastewater utility experience or related asset management.
Established reputation in the asset management community, as evidenced by conference presentations, workshops, journal articles, committee membership, or similar. National experience is preferred, but local/regional experience may be acceptable.
Strong technical communication and client relationship skills. Ability to understand and communicate client needs to coordinate delivery of appropriate solutions. Established relationships with clients, as evidenced by client references and track record in identifying and delivering asset management projects.
Familiarity with industry-standards related to asset management for both linear infrastructure and facility management. This includes US EPA Benchmarking Guidelines, ISO55000, AWWA/APWA (Guidelines for Effective Utility Management), WERF (SIMPLE/SAM tools), and IAMM PAS-55 specifications. Knowledge of various strategies related to: system inventories, condition assessments, calculating remaining life expectancy, gap assessment, field verification techniques/equipment, defining level of service, calculating criticality of failure, prioritizing capital improvement programs and management dashboard integration.
Familiarity with condition assessment/field assessment of buried linear infrastructure and vertical facilities. Familiarity with multiple inspection and evaluation technologies and ability to communicate their appropriate application to clients.
Familiarity with agency financial processes, rate models, and capital improvement programs.
Experience managing or working in agency programs involving asset management.
Knowledge of information management fundamentals, including databases, GIS, and enterprise systems.
Experience with multiple asset management related systems and tools including CMMS systems (CityWorks, Maximo, Hansen, Lucity, etc.); GIS (esri); Capital prioritization software; CCTV; AMI/AMR
Strong analytical skills with the ability to compile and present summary level information.
Proficiency with Microsoft programs including Word, Excel, Access and PowerPoint.
Basic knowledge of business process analysis. Ability to participate in gathering requirements for asset groups and assist in client workshops.
