Responsible for the direction and preparation of lump sum, unit rate and cost plus estimates ranging from simple cost analysis to definitive estimates in support of proposals, project controls and project change orders. Duties are inclusive of those listed for Senior Estimator. Additional duties include delegating technical and administrative responsibilities to subordinates.
Principal Duties and Responsibilities:
Responsible for the direction and
preparation of lump sum, unit rate
and cost plus estimates ranging
from simple cost analysis to
definitive estimates in support of
proposals, project controls and
project change orders. Additional
duties include delegating technical
and administrative responsibilities
to subordinates.
Manage estimates that are extremely
complex either in size, scope or
organization (e.g., multinational
joint ventures). Proven leadership
and problem-solving capabilities; a
consensus team builder possessing
outstanding communication skills.
Must have excellent analytical
skills. Ability to function in an
international joint venture and
domestic USA firm price EPC
environment.
The individual is responsible for
gathering any and all data required
in preparing lump sum, unit rate
and cost plus detailed estimates.
Responsible for conceptual
estimating, cost analysis, and
estimate coordination. Duties
include review of and development
of discipline and multi-discipline
material take-offs (MTO),
evaluation and/or development of
construction labor rates and
evaluation of subcontract cost
estimates and proposals.
Perform productivity analysis of
cost estimates, prepare
contingency, escalation, and
reconciliations for estimates;
perform comparisons of scope,
quantities and cost data between
projects; prepare management
presentations and develop an
estimate basis.
Review of process designs and
engineering specifications for cost
effectiveness and suggestions for
alternatives where applicable.
Field construction experience is
highly desirable, but not required.
Responsible for directing, training
and developing subordinates.
Maintain the Company estimating
database. Coordinate and review
the variable estimating factors in
each area with Engineering
Operations, Procurement and
Construction. Must also be able to
coordinate team activities, conduct
project cost estimate review
meetings representing the Chief
Estimator, and interface with
executive management.
Excellent verbal and written
communications skills are required.
Excellent presentation skills and
interpersonal communication as well
as team management and leadership
skills are also required.
Minimum Qualifications:
Field experience is required. 10
to 25 years processing experience
is required in the assignment areas
of Estimating, Design Engineering,
Purchasing and Subcontract support
and Field Construction Management.
Have managed large complex EPC
proposals and estimating teams.
BS or MS graduate in Construction
Management, Engineering or related
field is preferred, but not
required.
Significant and relevant experience
in Estimating, Cost Engineering,
Planning & Scheduling or Design and
Site Construction Management may be
substituted for a BS in Engineering
with Construction Management.
Preferred Job Qualifications:
Cost control and scheduling
exposure is a plus.
The individual must be outstanding
in performing all aspects of cost
estimating, and does not require
direct supervision. Skills include
the ability to read, interpret and
comprehend engineering
specifications, process design
drawings (PFD’s, P&ID’s, Equipment
Data Sheets, etc.) and contract
language risk areas. Activities
will include reviewing and
analyzing complex bills of
materials, assessing labor
productivity and labor costs,
researching vendor, manufacturing
and construction costs. They must
be able to enter data into a
combination of spreadsheet and
database software programs and
create useful information from raw
data submitted by others on the
team. The individual must be able
to document and organize a complex
stream of information and paperwork
very quickly.
Recommend detailed estimating
procedures and techniques to be
utilized in the development of the
estimate. Assist in planning and
development of the necessary formal
training programs to maintain and
improve estimating techniques,
procedures and capabilities for
both new and experienced personnel.
Delegate technical and
administrative responsibilities to
subordinates, retaining primary
accountability for compliance in
each area. Review the status of
each project periodically and of
personnel assigned to them relative
to technical, administrative and
training requirements.
Field construction management
experience as well as Cost Control
and Scheduling are a significant
advantage and should exist in this
individual’s background of
completed projects.
