To lead and prepare air quality permit applications and impact assessments in support of development and/or modification of major electrical generating facilities and industrial complexes.
Principal Duties and Responsibilities:
This Lead Air Quality Permitting Specialist position requires proven business development and team leadership skills. The successful candidate will perform and/or lead the following activities:
•Performing and/or managing air emission estimations
•Air dispersion modeling
•Regulatory applicability determinations
•Permit application preparation including both air construction and operation (e.g., Title V) permits
•Permit review
•Review of power plant/industrial process modifications and air pollution control technologies associated with New Source Review (NSR) including both Prevention of Significant Deterioration (PSD) and Nonattainment NSR Air Construction Permits
•Class I Regional Haze Analyses
•Familiarity with Title III Risk Management Plans a plus
•Perform in both a technical role executing projects as noted above, as well as a sales/client-focused role fostering relationships with clients and promoting environmental services offerings
Other duties will include mentoring and training other air quality professionals.
Minimum Qualifications:
Bachelor degree in engineering or professional degree in Sciences in area of expertise preferred with specialized training, or experience that uniquely qualifies the individual to perform the job responsibilities.
A minimum total of 5 years of related work experience is typically necessary to move into this level. Graduate work may count as related work experience if directly applicable to job function.
Preferred Job Qualifications:
Excellent verbal and written communication skills. Ability to communicate clearly and succinctly through formal reports, presentations, memoranda and e-mail. Must be able to function equally well in collaborative, multi-discipline teams, and self-directed independent assignments. Must be self-motivated, with an ability to balance multiple projects while working under tight deadlines.
Type of experience desired:
•Air permitting environmental consulting business background
•Familiarity with air regulations to perform applicability determinations and assessments
•NSR and Title V Air Permitting and the associated impact assessment modeling
•Demonstrated experience with regulatory approved air quality modeling software
