Primary Purpose:
Oversees assigned procurement activities for a project(s).

Principal Duties and Responsibilities:
Purchases assigned equipment, construction, and service contracts for projects following established policies and procedures. Executes and manages the procurement process on assigned contracts including bid list preparation, solicitation of quotes, and evaluating, negotiating and awarding of contracts. Leads negotiations for assigned procurements and/or construction contracts. Collaborates to resolve major complex contract issues. Ensures contract documents are issued correctly and on schedule. Assists with the development and monitoring of project budgets and schedules (i.e., man-hours, cost, procurement milestone durations, etc). Assists with the establishment and/or monitoring of procurement goals. Assists with the resolution of claims. Monitors project procurement activities and reports status. Participates in meetings for the assigned project, representing the procurement department. May be responsible for soliciting budgetary pricing for equipment, material, or labor to support estimating/proposal efforts for a major project or projects. May also lead and coordinate the entire budgetary pricing effort on a non-major project or projects. Files appropriate documents and follows filing rules. ; Acts in capacity of a “lead person”. Does not have management responsibility for the people to whom they provide work direction. Responsible for hiring, discipline, and pay administration of their subordinates. List supervised positions (Telecom Only): Procurement Representative Procurement Administrator Expeditor

Minimum Qualifications:
7 years of relevant experience in Procurement or proven ability to perform at the capacity identified herein.; Requires a BA or BS degree in Purchasing, Business, Technical or related field. Years of relevant experience can substitute for a degree.

Preferred Job Qualifications:
Exhibits strong knowledge of procurement processes and exhibits the capacity to effectively self-execute the transactional procurement process in accordance with established Company policies, procedures, standards and guidelines. Exhibit appropriate skills at resolving complex commercial terms and conditions issues and other commercial issues through collaboration. Possesses a strong knowledge and understanding of commercial terms and conditions. General Computer Skills Microsoft Office Suite Attention to detail Ability to independently resolve complex problems in a timely manner with little guidance from Management. Excellent verbal and written communication skills Prioritizes workflow Above average organizational skills
