Black & Veatch is currently looking for an Experienced Senior Tender Planner, with considerable knowledge and experience of Water Industry process projects, for the Design and Build Proposals Team within the EMEIA Region. The role is to be based at the Redhill office (Surrey).
• To develop Project Execution Programmes in support of the Proposals Team, including resource and spend forecasting, allocation and profiling, and development of sections of the Project Execution Plan relating to planning and project controls. The Senior Tender Planner will be working closely with all members of the Proposals Team to develop delivery strategies and ensure efficient and accurate communication of current information throughout all stages of the tender process. • To develop Tender Delivery Programmes and Project Controls within the Proposals team, to monitor and report progress throughout all stages of the tender process, to support efficient and timely outputs to key dates. Secondary Purpose: • When required, to work as part of the wider Project Controls team to support active projects at all stages of the delivery process through programme development and management and project reporting bases upon schedule driven Earned Value Analysis. • To undertake any other project controls, planning and programming related tasks as requested to support any area of the wider business.
Principal Duties and Responsibilities:
Processes & procedures:
• Development of Project Execution Programmes for projects being tendered.
• Development of the Project Controls Execution Strategy and the Project Controls section of the Project Execution Plan for the project.
• Responsible for setting up and updating project controls procedures, guidelines, tools and reporting systems for the Proposal Team and acting a as the main liaison point with companywide project controls team and ensuring deliverables are aligned with company-wide requirements.
• Presentation of proposed execution plans and programmes internally and to Clients as required.
• Ensure the proposal team is given accurate feedback in the form of baseline and updated project programs, forecasted progress and productivity that will need to be submitted to enable the proposal team to progress work to the required deadlines.
• Identification and Mitigation of schedule risks/ opportunities for the proposal.
• Support the negotiating and providing information to clients / Suppliers post proposal submission
• Work with the delivery teams at the start of the projects to ensure the basis of the successful programme / project controls input is understood.
• Work with the delivery teams to develop and maintain project programmes and report on progress using earned value analysis methodology.
Personnel & Recruiting:
• Assist in forecasting resource needs and budget requirements for the proposals department.
• Responsible for the allocation of assignments to other project control personnel if required to support the proposals team.
Management & Project Support:
• Provide advice and support in developing delivery strategies, with particular emphasis on the impact on programme logic, duration and completion dates.
• Provide advice regarding programme, progress and productivity topics, finding ways to improve proposal execution practices.
• Provide advice and guidance to the proposals team as appropriate.
• Participate in proposal reviews/ meetings with a critical eye towards risk/ opportunities and risk mitigation
• Participate in proposal progress meetings with a critical eye towards progress and performance.
Overall Business & Initiatives:
• Work on business initiatives as required, to help in improve all company performance.
• Work with others in the development of the company wide process and procedures.

Minimum Qualifications:
Essential Person Specifications:
• Experienced at Tender Planning
• Practical knowledge and experience within the Water Industry, both Clean and Dirty
• Knowledge and Experience of NEC and IChem contracts
• Expert knowledge in the use of Primavera P6 and Microsoft Project.
• Knowledge in planning processes and earned value techniques
• Intermediate knowledge in the use of Microsoft Office Applications – Word, Excel, PowerPoint, Visio etc
• HNC/HND or relevant Degree
• Full Driving Licence
