Primary Purpose:
Provide subcontractors/craft with information and direction, as outlined within contract specifications, to allow work to proceed as scheduled. Interpret technical requirements and provide solutions in conjunction with discipline engineer and superintendent, to provide drawings and data, and to direct work irrespective of discipline. Performs subcontract administration of contracts as assigned. Interpret and administer commercial issues. May negotiate back charges and other issues in coordination with site manager. May perform as a field superintendent. May be responsible for directing startup efforts. May be performing project controls function on smaller, less complex projects. Maintain full EPC responsibility– foreign or domestic

Principal Duties and Responsibilities:
The Discipline (Civil) Conceptual Design Manager is responsible for developing the discipline conceptual design approach for proposals and guiding the completion of discipline conceptual design for the awarded project work.The Discipline Conceptual Design Manager is also responsible for coordinating the staffing to complete proposals and to develop a consistent conceptual design approach for all types of proposals / projects. The Discipline Conceptual Design Manager is accountable for discipline conceptual design technical aspects of all proposals and makes overall discipline engineering proposal execution decisions within the bounds set by applicable policies, standards, and contractual commitments with fair amount of knowledge of economic repercussions.Independently develops and applies advanced engineering techniques, concepts and approaches to unique engineering problems. May supervise engineering staff on proposals / projects of medium to high complexity, or serve as a technical specialist providing knowledge and expertise. Serves as a technical specialist and has knowledge and skill set to provide consultation and guidance to proposal / project teams in a particular practice area.Typically supports multiple projects on the very complex technical challenges. Actively advances knowledge management of the enterprise and provides mentoring.As a subject matter expert, has additional expertise in a technical area, participates in professional societies by presenting papers, participates on technical committees, and assists with code/standard authoring. Is externally recognized in industry as an expert which enhances the Company brand. The Discipline (Civil) Conceptual Design Manager should have hands on working experience and sufficient domain knowledge of Civil Engineering aspect of systems / packages in Coal based Power Plants and / or Liquid or Gas based Simple Cycle / Combined Cycle Power Plants.

Minimum Qualifications:
Roles and Responsibilities (Specific Accountabilities): • Supports Expanded Scope proposal by developing conceptual design for Civil engineering discipline and providing inputs as required at various stages of proposal development. • Makes techno-economic decisions to develop a competitive proposal. • Guides, Lead and other Civil Engineers to develop various deliverables for the proposal. • Manages the discipline specific aspects for development of overall site plans, plant layouts, and building layouts to support the proposal and conceptual design phase of projects. • Manages the proposal discipline conceptual design development for grading and drainage, underground utilities, foundations, and utility racks. • Manages discipline bill of quantity (BOQ) development and maintenance to support proposal and conceptual design phase of projects. • Supports Lead and other Civil Engineers to develop clarifications / deviations in response to tender requirements, to respond to potential supplier’s technical queries, to help technical bid evaluation and tab preparation. • Assist in engineering man-hour development by providing required inputs. • Assists the Discipline Chief Engineer in the development of the Proposal / Project Execution Plan for Engineering. • Provides input for the development of the Tool Use Plan. • Identifies training needs and reports them to the Discipline Chief Engineer. • Ensures conceptual design plan is understood by the project team by participating in proposal / project kickoff meetings. • Participates in proposal / project reviews, proposal kickoff, proposal cost review board, and proposal review summary meetings. • Reviews and incorporates appropriate lessons learned into new proposals. • Monitors project conceptual design work to ensure conformance with the as-sold basis of the proposal. • Executes special assignments as directed by the Discipline Chief Engineer. • Implements Safety, Quality, Ethical Standards, Continuous Improvement Program (Lessons Learned), and Performance Management in accordance with Business Sector Policies, Standards, and Guides. Qualification BE / B.Tech / ME / M. Tech (Civil) Experience (Years) 15 years and above in Civil Engineering in Power Plant Software skills: Microsoft Office – Required AutoCAD - Preferred
